although tenure fixed the problem of teachers being fired without a good reason it created another problem when it lost its ability to modernize teaching due to protecting these teachers. in fact it has caused teachers to stick to their outdated teaching methods. Maybe if teachers had to present their teaching methods to the board of education every semester they would be sufficient in having to update their work.
